The presentation discusses approaches to building an industry-led bottom-up national strategy and targeted programs by making use of private industry organizations, generic government programs, specialized government programs, coordinated efforts, and a wee bit of game theory. The approaches discussed can best apply to emerging markets and regulatory environments and applies general principles of project management and risk management.
